PUBLIC NOTICE FOR THE PROCUREMENT OF “TOURISM PRODUCTS” SERVICES
Within the framework of the Adjunct Operational Program (POC) Puglia 2014-2020, Axis VI - Protection of the environment and promotion of natural and cultural resources - Action 6.8 Interventions for the competitive repositioning of Tourism destinations, implementing the Strategic Tourism Plan "Puglia365" and the "Tourism Product" project, the intervention called "Public Notice for Tourism Products".
The aforementioned intervention "Public Notice for Tourism Products", approved by General Director’s decision n. 329 of 13/08/2024, has the strategic goal of promoting and communicating an unconventional and unexpected Puglia, structuring and implementing actions that, through the development of different "product brands", can become recognizable as "territorial brands" in Italy and abroad, responding to the needs of specific segments of Tourism demand, so as identify Puglia as a "Wedding Destination", "Sport Destination", "Land of lifestyle, authentic and genuine culinary traditions", "Land of the Blue economy" and "Land of Culture, the Arts, Cinema, Theater, Traditions".
This Notice aims to confirm and increase the goals of internationalization and seasonality adjustment of Tourism flows, so as to promote Puglia as an attractive Tourism destination in any month of the year, involving an increasingly wide and diversified number of tourists/travelers (position branding).
Further specific objectives of the intervention aim to enhance the knowledge and immediate recognizability of Puglia's Tourism Products through: the creation and qualification of itineraries, initiatives, and events, experiential activities related to tourism products and the enjoyment of the territory, stimulating the promotion and commercialization of the offer:
- the innovation and diversification of the tourism offer, to propose to tourists/travelers new and attractive solutions/experiences/activities in a highly competitive market;
- the development of different "Product Brands", also through coordinated and engaging communication, capable of making them recognizable and a reason for travel;
- the activation of virtuous local processes that promote collaboration between sector operators, local authorities, and the Puglia Region itself;
- the development of multi-product and diversified product tourism, with increasing attention to sustainability and a responsible approach aimed at protecting the environment, preserving local cultures, and supporting communities and the authenticity of places.
In particular, through this Notice, the Regional Tourism Board Pugliapromozione intends to contribute to enhancing the brand image and qualifying the brand reputation of the Puglia Region, promoting the knowledge of the territory's Tourism Products and making them drivers for travelling, so as to increase the attractiveness of the territory itself, with the aim of increasing inbound tourism both nationally and internationally, pushing off-season travels, enriching and diversifying the regional tourism offer.
This notice concerns the procurement of services related to tourism products declined in: Food and Wine and Handicrafts; Sport, Nature, Wellness, Sea, and Nautical Sports; Wedding; Art and Culture, aimed at disseminating the Puglia brand and enhancing a non-generalist, diversified, authentic, and internationalized regional tourism offer.
This measure also aims to encourage and facilitate initiatives designed to enhance cross-sector synergies among businesses, stakeholders, Subjects, and local operators, also within a systemic approach, to develop an integrated tourism offer.
Subjects eligible to participate in this Notice are:
- Economic operators, including companies, cooperatives, associations, federations (e.g., sports federations), with a VAT number and ATI/RTI (Temporary Associations/Consortia of Enterprises);
- - Subjects holding exclusive rights to organize events as per Article 76, Paragraph 2, Letter B) of Legislative Decree No. 36/2023. Therefore, an eligibility requirement for participating in this Notice is the condition of exclusivity, meaning the possession of exclusive rights for organizing events related to the aforementioned tourism products. For this purpose, organizers/proposers must submit a specific self-declaration;
- Subjects/Businesses involved in tourism intermediation/brokerage (tour operators/travel agencies).
Offers can only be submitted - under penalty of inadmissibility- using the format provided by Aret (Attachment 1) and exclusively for foreign companies/consortia (ATI) to the email address: prodotto@aret.regione.puglia.it, within the following deadlines:
- PERIOD A): For activities/initiatives to be carried out between October 1, 2024, and November 30, 2024, offers must be sent from 09:00 am on September 2, 2024, to 23:00 pm on September 11, 2024.
- PERIOD B): For activities/initiatives to be carried out between December 1, 2024, and March 31, 2025, offers must be sent from 09:00 am on September 11, 2024, to 23:00 pm on October 28, 2024.
Each subject may submit only one offer for the entire duration of this Notice. If an offer submitted for Period A is not accepted for legal-formal reasons or is deemed invalid, it is possible to participate in Period B with a new offer.
The financial allocation for this Notice amounts to € 950,000.00, funded under Axis VI, Action 6.8. of the POC Puglia 2014-2020.
Each offer, submitted by economic operators as outlined in Article 2 of this Notice, related to the procurement of tourism products and services, cannot exceed a maximum value of € 55,000.00 (including VAT) and is subject to possible reduction and/or reallocation by Pugliapromozione during the evaluation phase.
